"The cinema represents a cultural and economic stake essential for our country. Its current vitality and its success are due to the talent of its professionals, but also to the system of original financing with which France was equipped. This asset must be preserved. But signs of brittleness appear and the evolutions must be anticipated. Adaptations of this system are obviously necessary. They must mainly aim to diversify and perennialize the sources of financing of the cinema and to contribute to the localization in France of a greater number of turnings"

In his communication in the Council of Ministers on the policy in favour of the cinema of April 30, 2003, Mr. Jean-Jacques Aillagon announced the following measures:

The standardization of the tax on the videogrammes and, in parallel, the allowance of the assistances to the editors of video, in order to encourage the growth of the sales of French movies in video format and to boost video sector to contribute to the financing of the cinematographic production.
