The festival constantly explores the fast-changing context and nature of cinema. The 2004 IFFR was attended by 355,000 visitors while the festival programme included 245 feature films and documentaries as well as 445 short films, 10 exhibitions of 28 film related video installations, 30 debates and talkshows.

Returning sidebars are the VPRO Tiger Awards Competition for first and second fiction features, the Main Programmes Features and Short Films, Filmmakers in Focus, the Hubert Bals Fund Harvest and cutting edge Exploding Cinema programme.

Combining within its organisation a festival, a fund and a co-production market, the International Film Festival Rotterdam offers a launching pad and supportive platform for innovative and talented independent filmmakers. THE HUBERT BALS FUND offers script development- or post production-grants to independent filmmakers in southern or developing countries while the CineMart acts as strong matchmaker in financing low and medium budget film projects.
